Federal financial aid (“Title IV funds”) is awarded to a student under the assumption that 学生 will attend school for the entire period for which the assistance is awarded. 当学生退学时, 学生 may no longer be eligible for the full amount of Title IV funds that 学生 was originally scheduled to receive.

If a recipient of Title IV grant or loan funds withdraws from VCCCD after beginning attendance, the amount of Title IV grant or loan assistance earned by 学生 must be determined. If the amount disbursed to 学生 is greater than the amount 学生 earned, 未赚的钱必须退还. If 学生 receives less Federal Student 援助 than the amount earned, VCCCD offers a disbursement of the earned aid that was not received. 这被称为取款后支付.

撤军日期

The withdrawal date established by VCCCD is the date used by the 金融援助 Office to determine the point in time that 学生 is considered to have withdrawn so the percentage of the payment period or period of enrollment completed by 学生 can be determined. The percentage of Title IV aid earned is equal to the percentage of the payment period or period of enrollment completed.

Process for Calculation of Amount of Title IV aid earned by student

The amount of Title IV aid earned by 学生 is determined by multiplying the percentage of Title IV aid earned by the total of Title IV program aid disbursed plus the Title IV aid that could have been disbursed to 学生 or on 学生’s behalf.

If the day 学生 withdrew occurs when or before 学生 completed 60% of the payment period or period of enrollment, the percentage earned is equal to the percentage of the payment period or period of enrollment that was completed. If the day 学生 withdrew occurs after 学生 has completed more than 60% of the payment period or period of enrollment, 获得的百分比是100%. When a student fails to earn a passing grade in any of their classes, VCCCD必须假定, 根据第四章的规定,该学生已非正式退学, 除非VCCCD可以证明学生完成了该期间.

Post-Withdrawal支付

If 学生 receives less Federal Student 援助 than the amount earned, VCCCD offers a disbursement of the earned aid that was not received. 这被称为取款后支付. Title IV grant funds from a Post-withdrawal disbursement are credited to a student’s account to pay for tuition and fees for the term for which 学生 is eligible for a Post-Withdrawal disbursement or are disbursed directly to 学生.

VCCCD must obtain a student’s authorization to credit a student’s account with Title IV grant funds for charges other than current charges and must notify 学生 no later than 30 calendar days after the date that VCCCD determines 学生 withdrew. VCCCD notifies students by letter that they are eligible for a Post-withdrawal disbursement and that 学生 has a deadline of 14 days to respond to the request for authorization. 在通知中, VCCCD states that VCCCD is not required to make the Post-Withdrawal disbursement if 学生 does not respond by the deadline.

归还的第四项资助:VCCCD和学生

If 学生 receives more Federal Student 援助 than the amount earned, VCCCD, 学生, or both must return 未赚资金 in a specified order as follows:

  1. 无补贴直接斯塔福德贷款(PLUS贷款除外).
  2. 直接补贴斯塔福德贷款.
  3. 直接PLUS贷款.
  4. 需要返还资金的联邦佩尔助学金.
  5. Federal Supplemental Educational Opportunity 奖助金 (FSEOG) for which a return of funds is required.

当第四章资金归还到期时, VCCCD and 学生 may both have a responsibility for returning funds. Funds that are not the responsibility of VCCCD to return must be returned by 学生. VCCCD exercises its option to collect from 学生 any funds VCCCD is obligated to return, and such funds required will become an obligation on 学生’s account for which 学生 will be responsible. This obligation is not reported to the Department of Education and simply remains as an obligation on 学生’s VCCCD account. Services such as registration and transcripts will be prohibited until this obligation is satisfied. 未付余额将报告给 COTOP and state return refunds or lottery winnings may be used to offset this obligation.

If a recipient of Title IV grant or loan funds withdraws from a school after beginning attendance, the amount of Title IV grant or loan assistance earned by 学生 will be determined within 30 days after 学生 withdraws. If the amount disbursed to 学生 is greater than the amount 学生 earned, 未赚的钱必须退还 to the Department of Education within 45 days following the date of notification sent to 学生. If the obligation is not resolved within the 45 days of the notification, 未赚资金, will be reported to the National Student Loan Data System (NSLDS) as an overpayment and 学生 will be ineligible for Title IV funds (such as Pell, FSEOG, Direct Loans and other federal aid) at any institution until this overpayment is resolved.
